A California Highway Patrol officer was shot and a suspect was killed Sunday evening in a shooting on Highway 99 just south of Elk Grove Boulevard, officials said.The suspect was shot and killed by Elk Grove police who responded to the incident around 5:30 p.m., officials said.The unidentified CHP officer was taken to Kaiser Permanente Medical Center in South Sacramento, where he was in surgery for wounds that did not appear to be life threatening, CHP Officer Mike Bradley said. Hospital spokesman Edwin Garcia said the officer was in critical condition.Witnesses reported hearing gunshots and seeing a car flipped on its side on the shoulder of southbound Highway 99. One witness, Mellisa Bernett, said she saw responding officers pull two dogs from the car.Meanwhile, southbound Highway 99 remains closed at Elk Grove Boulevard while Sacramento County sheriff's officials investigate the shooting.

Los Angeles Fire Was Arson, Officials Say

A wildfire in the foothills north of Los Angeles that has claimed the lives of two firefighters, ravaged more than 250 square miles and destroyed more than 60 homes was caused by arson, the federal Forest Service said.

The Los Angeles County Sheriff’s Department has begun a homicide inquiry looking for the person or people responsible for the wildfire, which continues to burn.

The blaze, known as the Station Fire, has burned for over a week in the Angeles National Forest outside Los Angeles. After a forensic investigation, officials with the U.S. Forest Service determined on Thursday that the fire was started intentionally, and they labeled the firefighters’ deaths homicides, the Associated Press reported.

The authorities did not say where precisely the fire is believed to have begun and whether they had identified any suspects.

As of Thursday evening, the fire had consumed nearly 150,000 acres — an area more than two-fifths the size of the city of Los Angeles — and had become the largest in the county’s history. The fire has been fueled in large part by a mix of dry brush, record heat, and steep slopes that have slowed firefighters.

Still, the fire is considered particularly unusual because it has spread so quickly without the help of the ferocious Santa Ana winds, which typically drive Southern California’s wildfires. The Angeles National Forest is usually struck by about 200 fires every year, most of which are quickly controlled.

Peak fire season in Southern California begins in the fall, when the Santa Ana winds flare up. As a result fire officials have said the state could be in for a particularly long and harsh wildfire season this year.

Earlier in the day, Gov. Arnold Schwarzenegger told reporters that crews were making progress against the flames, containing about 40 percent of the Station Fire, but he cautioned that it was still far from over. Fire officials have said it could be another two weeks before the blaze is completely contained.

Mr. Schwarzenegger toured the fire-ravaged Vogel Flats area of the Angeles National Forest and later thanked firefighters for all of their work in putting out the flames. At one point on the tour, Mr. Schwarzenegger, a former bodybuilder, picked up a 30-pound dumbbell found in rubble. “Even though we are still battling those fires, we are now trying to help get people’s lives rebuilt,” he said.

Calif. Chief Urged to Hire Laid Off Deputies

With the Sacramento Police Department suddenly basking in $9.5 million of federal grants, the head of the city police union is urging the department's leadership to hire some of the 130 Sacramento County sheriff's deputies scheduled to be laid off this weekend.

In a letter sent Thursday to Police Chief Rick Braziel, Sacramento Police Officers Association President Brent Meyer wrote that the department has "a unique opportunity" to grab on to lawenforcement officers who are "familiar with our city's needs."

City police were notified earlier this week the department will receive the funding for 35 new officers as part of the federal stimulus package. One out of every seven law enforcement agencies in the country was allocated money out of a $1 billion Department of Justice program.

The Sacramento County Sheriff's Department was not one of those agencies. Adding to the sting, roughly 130 of the lowest-ranking deputies are set to be laid off Saturday as Sacramento County grapples with a historic deficit.

Meyer sees the city Police Department's cash infusion as an opportunity.

"It goes beyond hiring cops," Meyer said in an interview. "You've got people who are familiar with the Sacramento community, they know the crime trends, they know the local issues."

City police spokesman Sgt. Norm Leong said the department is open to considering the idea of hiring laid-off deputies, but that hurdles exist.

The department already has 27 applicants ready to interview for the new positions, most of whom have gone through key training. Some of them could be on the street in three to four weeks and ready to patrol on their own in six months, Leong said.

Elements of training those new officers have undergone are not offered to sheriff's deputies, including investigating traffic accidents. Deputies who are interested would also need to take physical and psychiatric exams.

In addition, the city Police Department has stricter educational requirements than the Sheriff's Department. And Leong said there might be a concern in his department that deputies hired to the city police force would stay only until the Sheriff's Department begins hiring again.

"We're looking for people who want to be here and stay here," he said.

Still, Kevin Mickelson, president of the Sacramento County Deputy Sheriffs' Association, said several deputies who are losing their jobs have already applied for the openings within the Police Department. He said "a good majority" of those officers have earned at least the minimum educational requirements to join the Police Department and all have received 12 weeks' worth of patrol training, meaning they could be ready to work on the street quickly.

"I think it would be money well-spent for the Police Department," he said.

Police Deaths Rising in First Half of 2009

WASHINGTON -- The number of police officers killed in the line of duty increased 20% during the first six months of 2009 compared with last year, according to a report to be released today. But the number remains below midyear averages.

All categories of officer deaths in the U.S. are up in 2009, including those killed by gunfire. Despite the increases, the 66 officers killed -- up from 55 in the first half of 2008 -- marked the second-lowest midyear total since 1965, according to the National Law Enforcement Officers Memorial Fund, which tracks officer fatalities.

The low 2009 midyear numbers come after law enforcement fatalities in 2008 plunged to the lowest level -- 133 -- in nearly 50 years, according to the group's records. The average number of police officers killed at the middle of a year is 76, the records show.

This decade, the statistics have varied widely. The 2008 numbers, for instance, marked a dramatic reversal from 2007, when 182 officers were killed, 68 by gunfire.

Memorial fund Chairman Craig Floyd said police agencies are doing a "much better job of making it safer'' for officers by encouraging the broader use of body armor and rethinking police involvement in risky high-speed pursuits of suspected criminals.

"There are three-times more officers on our streets than in the 1970s, and we have half the number of fatalities," Floyd said.

Among the findings:

*Officers killed in traffic-related incidents increased 17% at midyear, from 30 during the first half of 2008 to 35 in 2009. For the past 11 years, more officers have died in traffic-related incidents than any other cause.

*Fatal shootings are up slightly, from 20 in the first half of 2008 to 22 in 2009.

*Deaths from job-related injuries increased from four in 2008 to eight in 2009. In addition, one officer was killed in a helicopter crash.

Multiple deaths in one incident are rare, according to the report.

During a five-week period this year, however, nine officers were shot to death in three separate incidents.

Four of the officers were killed March 21 in Oakland after a traffic stop. Two of the Oakland officers were killed when the driver of the stopped vehicle opened fire. Two other officers were fatally wounded by the gunman after they pursued him to a nearby apartment. The suspect was shot and killed by another officer.
